Profile

Dr. David Morgan is currently a SME support contractor supporting the Director, Acquisition Career Management (DACM), SAF/AQH, at the Pentagon. Recent assignments include Advanced Tactical Acquisition Corps (ATAC) Coach at the Acquisition Excellence & Program Execution Directorate, Air Force Life Cycle Management Center (AFLCMC); Deputy Chief, Air Force CBRN Defense Systems Branch at Aberdeen Proving Ground, MD; and SBIR/STTR Program Element Monitor and Action Officer for the DACM for the Program Management (PM) career field at the Pentagon.

Other Program Management roles at AFLCMC include Business Enterprise Systems, Foreign Military Sales, ACAT I production retrofit, and Services Contracting/COR. Dr. Morgan also worked in the Contracting Career Field; assignments included Cost and Price Analyst, as well as Contract Specialist. Prior to Civil Service, Dr Morgan gained experience in industry as a Mechanical Engineer, Applications Engineer, and Project Manager.

Dr Morgan has been teaching since 2011; he is currently in his fourth year as an adjunct instructor in the UD MSL in Government Contracting and Procurement Program, having stood up the PPM II and PPM III courses, and has also taught Organizational Leadership courses for the online MBA Program at the UD School of Business. Prior teaching experience also includes nine years teaching for the Undergraduate Organizational Leadership Program at Wright State University and two years at Clark State College.
